What does item level actually mean in WoW?

Site-seeded discussion prompt: item level is easy to understand but easy to overvalue. When should a lower item-level piece beat a higher one because of stats, trinket effects, tier, sockets, or embellishments?

For armor, item level is usually strong. For trinkets, rings, necks, weapons, tier, and embellished crafted items, context matters much more.
